  • Ukrainian officials reported speed restrictions on Starlink and Starshield on 14 October.
  • Ukrainian officials said the restrictions hindered interception of fast Russian attack drones and Shahed drones.
  • Starshield connections reportedly broke at speeds above 160 km/h, disrupting military missions.
  • Elon Musk said SpaceX restricted Starlink in Ukraine and accused Ukrainian forces of violating the service terms.
  • Ukrainian officials rejected Musk’s allegation that Ukraine had violated the terms of use.

Ukrainian officials reported speed restrictions on Starlink and Starshield on 14 October. Starshield connections reportedly failed above 160 km/h, interrupting military missions, while Ukrainian officials said the restrictions made it harder to intercept fast Russian attack drones and Shahed drones.

On 23 October, nine US senators — four Republicans and five Democrats — asked the Pentagon’s independent inspector general to investigate the disruptions. They also wanted to establish whether US officials had ordered, authorised, approved or known in advance about changes affecting intelligence sharing, warning capabilities and the services in Ukraine.

In a response dated 27 October, the inspector general’s office said it had carefully considered the congressional request but decided not to investigate. It said the issues were better suited to the US Air Force and could be reconsidered if new information emerged. The Pentagon and Air Force had previously declined to answer questions about the restrictions.

Så beskriver ukrainska källor det

Ukrainian coverage focuses on the operational consequences of the restrictions. Ukrainian officials say disrupted connections and speed limits interfered with military missions and the interception of fast Russian attack drones and Shahed drones. They also reject Elon Musk’s allegation that Ukrainian forces violated Starlink’s terms of use.

Så beskriver internationella källor det

International coverage centres on the inspector general’s refusal to open an investigation and on congressional scrutiny of possible US government involvement. The differing explanations from the Trump administration and SpaceX remain a focus, alongside Donald Trump’s claim that he did not order the restrictions.

Där rapporteringen skiljer sig åt

Several accounts conflict. Elon Musk said Ukrainian forces violated Starlink’s terms of use, while Ukrainian officials rejected that allegation. The Trump administration and SpaceX also gave conflicting explanations for the disruptions. Donald Trump said on 23 October that Musk had lifted the restrictions, whereas US military officials and Volodymyr Zelensky said they remained in effect.

Bakgrund

Concern among US lawmakers about Elon Musk’s control over Starlink had existed for several years and was one of the reasons the military version Starshield was created. The senators’ request also sought clarity on whether restrictions affected intelligence sharing and early-warning capabilities in Ukraine.
